Perhaps one could identify bureaucracy as an entropic phenomenon; that is, it is common to dying civilizations. It is a form of mechanisation, the abrogation of authority from the human to the man-made. In our culture the human is disreputable, the man-made authoritative. Thus those who seek power mimic the non-human, and perhaps become less expansively human.

In such a world, magic and related disciplines (e.g. poetry) are of no account; if they were once admitted, they would present a grave scandal.
