A typically British tale, of a man banned from having sex, because his IQ is too low. As with many British tales, one initially assumes it must be a spoof, then horror sets in as you realise 21st Century Britain is now surreal beyond words. Best bit:

Naturally, the State has the right to forbid you to have sex, even if you and your partner are above the age of consent, both enjoy it, and no one is harmed thereby. The State sees everything. The State is everywhere. The State is all-powerful.

Perhaps, however, the State will command people with high IQs to have sex, and force them if they don’t consent. After all, if it can forbid, it can command.
